Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator - Anticipatory Action (AA) Project Location: Dickoya (Nuwara Eliya District)

This position is for a period of 5 months.

Job Profile

The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is responsible for providing technical support by developing a comprehensive MEAL system enabling World Vision Lanka (WVL) programs to demonstrate the impact of its programs while ensuring greater accountability. The MEAL Coordinator will be based in the project office and s/he will report to Project Manage directly and will matrix report to the MEAL Specialist (Non-Sponsorship) attached to the Strategy and Evidence team. S/he should develop an effective MEAL system for the project and support to implement a MEAL system at the project level.

Major Responsibilities

  • Develop and execute smooth function of MEAL systems and processes at project level.
  • Establish the guidance for design and implementation of the baseline, monitoring, evaluation, accountability and learning process, which includes collecting, analyzing, and reporting on all required indicators as per the MEAL framework at project level.
  • Ensure the agreed Donor guidelines are followed with the baseline, evaluation, accountability and Learning. Responsible for the completion of baseline evaluation as per the agreed guideline of Donor and timeline, Lead the external consultants if needed.
  • Conduct regular field visits and document monitoring findings with evidence for the decision making.
  •  Lead learning and assessments of project effectivity and impact at project level, ensuring WVL contributes to advocacy and knowledge sharing efforts of the broader development community. Oversee the implementation of documentation and information systems to keep MEAL data secure and accessible.
  • Identify gaps and study/assess/review opportunities based upon the analysis of MEAL information and work to contribute to ongoing learning and development of the project, which contributes to overall grant development of world Vision Lanka.
  • Writes regular M&E reports on progress of the planned activities. Prepare and submit Monthly Management Report to reporting supervisor.
  • Develop data presentations, visualization techniques, using business intelligence tools like Power BI for the internal decision making and knowledge sharing. Also, if needed for donor and key stakeholders.
  • Ensure that the Non-Sponsorship Accountability data management system is used to manage community complaints and feedback as part of the accountability framework.
  • Read and Understand the Donor compliance and disseminate the requirements with project team and stakeholders appropriately.
  • Support project manager to develop and facilitate the effective compliance handling process and tools if needed.

Required qualifications, experience & competencies

  • Minimum of 3 Years' experience in Monitoring & Evaluating (M&E) and experience in donor funded project.
  • Out of the 3 Years required minimum of 2 years' experience in Community Development.
  • Bachelor's degree in Social Sciences/Development Management/International.
  • Development or relevant field. Any academic qualification on M&E would be an added advantage. 
  • Understand poverty issues, development theories and holistic development.
  • Well-developed written and oral communications in English & Tamil. Sinhala would be added an advantage.
