Monitoring / Evaluation / Accountability and Learning Officer

The role holder will work closely with the MEAL Manager, contributing key information and ideas to implement quality, comprehensive and integrated MEAL Systems for the USAID/Bureau for Humanitarian Assistance project that will be implemented across 4-5 Districts in Sri Lanka. S/he will be responsible for implementing the project MEAL plan and activities for the particular province.

Key Areas of Accountability

  • Plays a key role in the assigned district for the implementation of the MEAL plan and carryout activities and collect quantitative and qualitative data in line with the project's MEAL framework and guidelines.
  • Conduct field visits to monitor project activities and to ensure timely milestones in the implementation plan are achieved.
  • Provide technical support to the MEAL Manager to conduct all project reviews and evaluation activities, including coordinating data collection, as necessary, for the baseline assessment, post distribution monitoring (PDM) and final evaluations, and supporting donor and external reviews.
  • Provide technical support to the M&E Manager to develop a learning agenda for the project.
  • Support to set up the project complaint and feedback mechanism at district level and ensure information are systematically collected and analysed to improve engagement of concerned communities in our projects.

Qualifications and Skills

  • Bachelor's degree in Statistics, Mathematics, Social Science, Information Technology or any other related discipline.
  • Minimum of 2-3 years' experience in MEAL related work, preferably with an international organization.
  • Valid motorbike riding license is a must.
  • Previous experience with data management including planning, collecting, entering, analysing, and storing data.
  • Capacity-building experience is an added advantage.
  • Excellent written and verbal communication skills in English and Sinhala or Tamil
