Monitoring, Evaluation, Accountability & Learning (MEAL) Coordinator - Resilient, Inclusive Sustainable Economic development, for Lanka Project (RISE Lanka) Location - Mahiyanganaya
Job Profile
The Project MEAL Coordinator is responsible for collecting project data from the field according to the agreed Donor Monitoring & Evaluation (M&E) guidelines and processing the collected data into usable formats for analysis of the overall project. He/she will facilitate the M&E system's implementation including monitoring, and accountability initiatives, compile lessons learned collaboratively with field staff and key stakeholders of the project, and will receive guidance from M&E personnel of World Vision Lanka (WVL) and Donor.
Major Responsibilities
- Develop and execute smooth function of MEAL systems and processes at project level
- Establish the guidance for design and implementation of the baseline, monitoring, evaluation, accountability and learning process, which includes collecting, analysing, and reporting on all required indicators as per the MEAL framework at project level.
- Develop End line evaluation terms of reference, coordinating with Evaluation team to: design evaluation tools, facilitate the evaluation implantation at field level, ensure the quality of data collection & report.
- Develop appropriate field-based monitoring plan (including process- monitoring system) with the support of the WWL National Office MEAL Unit.
Implementation of effective MEAL systems at project level. - Lead learning and assessments of project effectivity and impact at project level, ensuring WVL contributes to advocacy and knowledge sharing efforts of the broader development community.
- Oversee the implementation of documentation and information systems to keep MEAL data secure and accessible.
- Writes regular M&E reports on progress of the planned activities. Prepare and submit Monthly Management Report to reporting supervisor.
- Assist in documentation and dissemination of case studies and key lessons learnt to the project and the other stakeholders.
- Assist Project Manager to develop appropriate tools for project level accountability mechanism.
- Read and Understand the Donor compliance and disseminate the requirements with project team and stakeholders appropriately.
Required qualifications, experience & competencies
- Minimum 4 Years of experience in M&E and experience in donor funded project (GIZ, EU, USAID, KOICA, DFAT etc.).
- Out of the 4 Years required minimum 2 years of experience in Community Development.
- Bachelor's degree in Social Sciences/ Development Management/ International Development or relevant field.
- Good time management and organizational skills.
- Well-developed written and oral communications in English & Sinhala. Tamil would be added advantage.
