The role holder will be responsible for overall technical leadership in defining its Food Security and Livelihood strategies and corresponding program design and delivery, ensuring technical quality/standard. The post holder will play a key role in building the technical capacity, both at the Country Office and at field as well as of partners.
Key Areas of Accountability
- Develop and lead implementation of Save the Children Sri Lanka Food Security and Livelihoods strategies.
- Provide technical leadership in Food Security and Livelihoods program design, monitor implementation, provide technical backstop as well as to promote adherence to technical standards.
- Regularly assess the capacity gap of the team (e.g. through Training Need Analysis) both at Country Office and at field.
- Organize trainings and other capacity building measures such as webinars, on-site training, mentorship with a special focus on quality implementation.
- Monitor Food Security and Livelihoods programmes/project and provide technical inputs to improve the process and the outcome.
- Work closely with the MEAL team to document lessons learned based on quantitative and qualitative data.
- Coordinate with different functions such as M&E, Finance, Field Managers, Awards and the project management team to develop synergies and to contribute to a better impact.
- Externally coordinate with relevant stakeholders such as relevant government departments and agencies working in Food Security and Livelihoods sector in order to identify a scope of collaboration and to harmonize the good practices.
- Write and/or support development of project proposals in coordination with Awards.
Qualifications and Skills
- Master's degree in a relevant area such as Development Economics, Agricultural Development, Rural Development, Poverty Studies or other relevant areas.
- At least 5 years of practical experience in Food Security and Livelihoods programming at advisor/or specialist level. Experience in working with I/NGO on Food Security and Livelihoods operations is an added advantage.
- Extensive understanding of Food Security and Livelihoods methodologies and knowledge on the instruments of social protection and cash and voucher assistance.
- Knowledge of International Humanitarian Standards and codes of conduct.
- Language skills desirable (for example English and Sinhala). Tamil would be added advantage.
